Custom character Idea

If the thought of custom character location was a major issue due to being over powered or something they could have set it up that you can only make one or even unlock the ability to make them at one of the flag ships. Gives even more reason to go back to those ships and be a way to lock it behind something to have access to them. could have taken it a step further and have each flag ship be for certain classes so a custom character per class.
