Yes, you have to complete all tasks to get 100%. That one was a challenge. A couple of hints for that. The ship matters, Jedi Interceptor, X-Wing, etc. that has a fast speed and acceleration. If I remember correctly, boost cuts out so you have to keep hitting it.
The first four gates are basically inline, so learn those right away. Then you dive through the ship to the next one, u-turn and dive back through. Now stop accelerating and turn until you locate the next one and hit it full boost again. I think that is the one you can shave of time by going through the ship instead of around. Do the same with the rest of the gates. Using that technique I was able to finally master it.
Once you have 100% completion, really the only thing left in the game is space battles. There is nothing to do on the ground as you have been everywhere and done everything possible.
Maybe they could create a bonus level. After all, there is a planet with literally nothing to do.
I would never say the game was a disappointment. I really enjoyed it playing it, which is why I tried so hard to complete it. If it was as bad as you make it out to be I would likely have lost interest after a few hours. I'm glad they focused their effort on the main game and not the finale celebration.
I shall join the 100% Lego Star Wars club very soon.
