Can't complete Mind Control Drone Challenge

I've done all the open world stuff and now just going back through the levels to do the challenges/minikits that I missed the first time through. I'm trying to do the Mind Control Challenge in an Episode 2 level. You're supposed to mind control a drone and have them attack another. The option to mind control never comes up. I've tried both free play and story mode. As it is, I'll never be able to fully 100% the game

It doesn't come up for me either at the beginning of the level. It does come up later in the level when you're fighting a lot of them on a moving conveyor belt, but making them attack each other there didn't complete the challenge for me.

I've had success in other bugged Lego game challenges over the years by just changing the resolution to 720p or 1080p and restarting the level/game. Doesn't work for this one, though. It's disappointing in a collect-a-thon game that you can't collect all the things
