Does the update require redownloading the entire game?
I'm still downloading the game after I started downloading it on April 5th on my 768kbps DSL connection. I've heard that an update was released, and I'm worried that all the time I spent downloading the game will be for nothing. Will the update require me to redownload all 36 GB or does it use delta-patching to download only a small amount of data?

No, it was only a 3MB update

it downloads 3 mb but has to reinstall like 30gigs this is whats taken so long

Why not just do an hotspot trough your phone instead of relying on such a ♥♥♥♥♥♥ speeds or buy like 4g/5g router and put in a simcard with unlimted data on it.

1. I'm in an area where Frontier Communications (the ISP I'm stuck with) has a duopoly with Armstrong. Service from both of them is awful since they both use old 1990s infrastructure that they don't want to replace. Both of them also actively restrict what you can do on your network. You can get more choices, better service and no restrictions if you pay for business class where the options go up to 7 ISPs, however all of the options start at several hundred dollars a month and require that you own a business.
2. The mobile carrier I have only offers 40GB special data (hotspot, P2P, VPN, etc) maximum per month, and it's shared across all lines. This is also on the highest plan too.
3. I doubt the mobile carrier I have allows you to take your phone SIM card and place it into a 4g/5g modem. At best they detect it as hotspot usage, at worse they terminate your service and blacklist you for TOS violations.
No you don't need to. Whenever a game gets an update- it's downloading and unpacking those files. Which takes afew minutes of it unpacking the files. Consoles are a different story; they have to redownload the entire files again. Which takes way longer. If i'm not mistaken.

Yeah I know most games on here support the delta-patch system for updates which drastically reduces download times however some of them don't support delta-patching, usually due to developers using their own encryption or packing solution. Additionally there seems to be no way to tell if a game uses the delta-patch system or not other than owning said game and updating it.
