Your save files are located here:

SLOT1 will be the first save location with SLOTS 2-4 being additional locations if you have started multiple games.
Just delete the file (s) inside the SLOT1 folder , or any of the other SLOTS and that should do it. When you launch the game after doing this to SLOT1, the game will prompt you to start a new game.
I would suggest dragging your entire save file folder (The folder with the long string of numbers for a name) to a backup folder on another drive, just in case you change your mind.
I played the game for a week then got a new comp and did NOT transfer over any saves, and my progress was not affected at all when I installed the game and fired it up on the new machine.
Steam is pulling the Cloud Save down to your new machine from a previous session on the old machine
I was just thinking too that you should be able to create a brand new game in the game menus without having to do any file manipulation outside of the game. Check into that. This is a console game after all. Console players would need a way to delete an existing save and create a new fresh game file in its place.
I would go that route first, since the Cloud Save system might be working against you here. If you create a fresh new game using the game, then the Cloud Save should behave itself.
