yeah it depends developers but there is 100% sure preload. And when is preload available i check total warhammer reddit post and it had 2 days before but it probably depends also but i bet around 1pm EDT / 10am PDT when steam store update happen.

//edit. I read other forums from other Lego games (The force awakens..) and there somebody said he never saw preload option when he preordered Lego games but games was around around 20gb and this game is 40gb so idk.

but this game is very big so there should be so i think this game has.
