I can answer those questions for you....

1) If you successfully completed the side-quest "The Exchange", which is to keep Sheriff Black alive from the Authority, chances are that he returned to Wellspring safely and just locked his office.

2) As for Captain Marshall and Dr. Cadence, after you finish the assault on Capital Prime and return back to Subway-Town (should you own the Scorchers DLC), chances are they left the Resistance Base to help the newly rescued Ark Survivors to prepare for the fight against the Authority (hence the abrupt ending).

3) During your mission in the Power Plant, Mayor Redstone gets arrested by the Authority and hauled away (several characters in Subway-Town will tell you this if you talk to them). But where he gets hauled off to, is pretty much unknown. But part of me thinks he got taken to a prison area that's located in a different section of Capital Prime that you cannot get to.

oh, thanks.

1 - yeah, locked office : |
2 - i own the dlc i just wondered where they were
3 - of course, i just wanted to know where he was kept

maybe these and other answers will be solved in the sequel

The ending quite pissed me off. Really. All the freakin shooting like a casual no-name shooter, unbalancing with enemies who held out 20 bullets in the head... For all this garbage you harvest a 1 minute CGI-Scene without answers?

(not mentioned the disappointing "boss-fight" - which wasn't actually there)

I expected something epic and not such a trash from Id...

yea the ending was a let down. all that build up and expecting an epic fight and it didn't eventuate.

that's true.. but i think the ending was just a "non-ending".. like an open-ending where you don't fulfill something, rather you have to go on.. in a sequel. in this view, for me it's a not bad end.
Too bad it doesn't look like that there'll be a sequel.

Four years later and none. So it's never going to continue.
