The rocket launcher has a lock-on on it? Have you tried just using it as a dumb-fire weapon?
You can hit him one extra time in the head at the very beginning which for some reason seems to help as well, but is not compulsory. It's all about timing and being the right spot to begin with. Another good position is right down on the railing for the chest shot and then move up to your right behind a broken wall to make sure he can't swipe you. (You will know you have hit him accurately because he will search for you using a laser). Once behind the wall you can judge when it is a good time to move slightly to take the head shot. i.e. As soon as he dips his head just move a little to your left and take the brain shot.
Not saying that hiding under the stairs isn't effective, I've just never tried that. The advantage of being up behind the wall is just that you don't have to move a great deal from cover to shoot and if you miss you have plenty of time to get back down to the railing to try again.
