ah, shouldn't the save files are stored on steam server??

I was trying something on the steam page to fix the texture glitch and it screwed up my pc, I had to reinstall windows, and now, I don't have the save, I was always assumed that the saves are stored in steam server, since my custom keybinding is still there even though I reinstalled everything...

Save files are local for sure, because I can locate them on my computer. I'm not sure steam cloud is used for save files as I recall a number of people reporting a similar problem.
