Report a translation problem
My theory is:
a) The game doesn't care about Easy. You can use the console, use commands, cheats, whatever you want on Easy and you will get all achievements just fine.
b) The game does care about Ultra Nightmare (and possibly Normal and above, not sure) and will lock you out of ANY achievements during that playthrough only on those difficulties.
c) The message appears when an achievement condition is fufilled on a playthrough in which the console was enabled and you are on a difficulty in which the message would show.
Some examples:
You are on Easy, console is enabled, you can unlock anything during that run fine.
You are on Ultra Nightmare, console is enabled, everything is blocked.
In my case, I only needed to beat the game on Normal through Ultra Nightmare, so I saved those four achievements for last. No message appeared during the whole run until the very end when I pushed the last button, and that also happens to be WHEN those last achievements WOULD unlock. So because the console was enabled, but I only could get those four in that playthrough, the message never showed until I met an achievement condition.

So for people who want to avoid this problem on Ultra Nightmare if that's all you have left to do, disable the console for good during your entire Ultra Nightmare playthrough. This way you won't get screwed out of the achievements at the very end like I did.
May I ask what exactly does the console do good? I did not care about it.
Apparently even having the damn thing enabled blocks achievements on those settings. I know I didn't once open the console during the run. If the game runs fine for you as-is, ignore the console.
One last note, Ultra Nightmare isn't really that hard to beat. It's just annoying to think you'd have to do it all again because of something like this.
I don't mind achievements being disabled due to using the console, but for the love of God game, tell me this BEFORE I beat the whole game please?
the only 2 hard parts in the Ultra-Nightmare Difficulty, is both the Time Trials (where several seconds has been shaved off) and where your health regeneration takes several seconds to officially kick in if it dips too low.
