I don't think it's official but the changes come from research I found on the internet and I personally applied when I recently realise the game on my pc and when I saw the result between the base version and the modifications, I knew that it might appeal for some people who would have the motivation, like me, to make some modifications to get the most of the game because, the game deserves it by his style and his universe.
I even made the majority of the changes to simplify the tutorial.
Now, you just need to read on and apply, if you have the motivation to do so to minimize spawn textures and make it more enjoyable to play.
The changes made will not damage your pc and it is not a cheat mod to incorporate into the game so you do not risk anything.
You just have to follow the information and modify your data in relation to your memory on your pc, as indicated.

Do I need to download the textures somewhere, or the config file takes care of it? How much hard drive space would I need, if at all? I have very little room on C:\ right now... Like 15 GBs.
Which file do I need to modify and where to find it? By text folder you meant temp folder or?
The one in the AppData folder, or some *.INI in the installation folder ("BASE")? I read your post again and you probably tried to make it simpler for people (so they just download the file with the configs edited) BUT I would prefer to just edit the file as necessary etc. 🤣 Apologies for bothering, I'm just not at my gaming machine right now but want to have the exact instructions for later.

You can see the changes if you move the rageconfig.cfg file on your desktop and launch the game (game will create another one and there, you can see if there is a difference between before and after in game.) If not, there is a problem.
At the same time, don't forget to adjust your graphics settings in the game (texture detail: on, anisotropic: high, texture cache: high (if you can) and gpu: enable (if you can with your config pc)
