Also, the first upgrade you buy at rustys will unlock the rest including the rocket lauchers and the miniguns (i recommend you the rockets, kills faster and therefore you get less damage from enemies )
Maybe you didn't know this but rusty also sell a couple regular stuff like ammo and things you buy with cash, you have to navigate to actually but buggy parts....
upon arriving in Wellspring for the first time and meeting with Mayor Clayton, after meeting Mick in the garage, instead of meeting Sheriff Black straight away, go right to the race track and do the races.
What this does, is that it not only completes the "Arming your Buggy" quest immediately, but upon meeting with Sheriff Black, he says the following line:
"Well, if it isn't the stranger Clayton told me about. Looks like you got yourself a buggy and some firepower, so go ahead and take the supplies!!! Now listen, see me when you get back, I can always use a resourceful person like yourself."
I missed this at first: At the top of Rusty's store inventory screen, click on the << or >> to switch to the "Dune Buster" panel from the "Vehicle Supplies" panel. The needed items should be available.
