Yes, but given the high price and the trait you have a strong incentive to use artillery leaders to buff artillery, and to use infantry leaders to buff infantry
1. It provides radio to those that do not have it. Meaning it can have increased accuracy with a set up radio network
2. It reduces the dispersion of shots by a whopping 25%
This means that artillery leaders can now turn even some of the worse artillery pieces into something kinda worth using. You can still use them as leaders like most have been doing but there is now a bit of a choice if you have artillery that could benefit massively from this leader being nearby.

howitzers : dispersion reduction (1) , dispersion reduction and aim time decrease (from radio)
mortars : dispersion reduction and aim time decrease (from radio)
mlrs : dispersion reduction and aim time decrease (from radio)

it said reduce dispersion , except mlrs and mortars , give all artillery radio .
also artillery leader does not have a normal leader trait, so no experience increase.

It increases veterancy level as previously, nothing changed in this department. You can check this in the game, not to hard or time-consuming
