DLC's are pay to win or optional?
I've bought the game already and currently studying mechanics. Game looks very promising and facinating.
In my experience, you can play this game up to competitive lvl with only the base game. Skill will almost always triumph over a strong divs. If you reach the level of play where you are playing tournaments, however. You pretty much have to have all the divisions to properly counter-pick the enemy choice I think it's totally feasable to invest into the DLCs, then. Happy gaming and see you in game!
as for pay to win: the game has a hard and steep learning curve.
meaning skill is incredibly important for the outcome of each game. Which in turn can offcourse also be incredibly frustrating.
