AI doesn't get any magical buff. It just sends whatever it has, if you can't manage it it's mostly your fault.
i've tried that also. but it getting hard since the IL-2s also have limited ammo... at this point the game just want the players to rush with no battle tactics
But in all seriousness, when playing Army General campaigns, you can see which enemy battalions are going to be fighting in any given battle, and which Phase they will be brought in. Use that information to plan your attack, defense and counter-attack.
If you're making good progress in Phases A and B but get pushed back in Phase C, you may be overextending your lines (which is an actual problem in real-world warfare, also!) Once you've established a solid foothold, hold your fround, defend your positions, wait for new reinforcements, then push forward again.

i could tell you this has been a frequent request. As far as i know Eugen hasn't said anything about it. Maybe maybe not.
This happens in every DLC AG campaign except vistula i believe. So playing the axis is much harder.
If you find it too difficult and just want to steamroll the soviets play on easy difficulty.
But don't say the AI is stupid because it is capable of pushing you back in a couple of battles, i bet that you are still inflicting huge losses on them regardless of losing. In fact it is quite historically accurate.
