Sadly given that 90% of the front page is filled with pinned threads your post will probably sink without a response.
A similar issue was reported shortly after the DLC release, and was fixed. But to apply, you have to start a new campaign over: the special viewer which allows you to play old save bringing you back to the version you made the save with. And thus, the same older settings.
That would be a bug though ...
I started this save 2 days ago on the 3rd of October and when i load it, it doesn't come up with the special viewer notification so i believe its on the most current edition. I've never really seen the AI act like this but they just wont attack or do anything but shuffle their troops around
this is something i actually noticed awhile ago. Basically when AI plane divisions reach 0 planes they dont get destroyed like normal units they just stay on the board as "disorganized" but the ai can still send them on sorties to do things like air recon, bombard, or air superiority. As far as i know they cant send them into actual battles but when they send them against your AA or even your air superiority you can still take casualties from a group with 0 planes
well i just checked if the new update would help and both issues are still there without question BUT i did have to use the "special viewer" this happens when they have made changes to army general mode that will only take effect when you start a new one. so MAYBE they fixed it on a fresh campaign but i have no idea
yea the AI nor the planes seem to be fixed still, unfortunate really as the campaigns are a bit broken in their current state.
along the same lines the plane divisions hitting your AA defense with literally no planes in their division has been around for as far back as i can remember, i'm pretty sure i even posted about it in the past.
The planes thing is weird too because your plane divisions can be fully destroyed without losing every plane so they have it in the game that they can be destroyed. But for some reason just not with the AI's plane divisions for some reason as they stay on the main map with 0 planes.
That feels like a simple fix to make them be fully destroyed (on the map) at bare minimum when they are literally out of planes
But testing an entire campaign takes time ...
Besides, this issue was already reported and fixed shortly after this very DLC's release, so we have to check if something broke or reverted the fix.
Are you using a mod?
Or a very old save? In which case, it would be opening the game in a "special viewer", aka the old version it was saved from ... and if that was the pre-fixed one, then this might be the issue.
I'd add that the issue is not limited to the Karelia campaign although this is the one where the problem is the most obvious. I replayed the Bobruisk campaign a couple weeks ago and the Soviets were almost completely passive. I made a thread about it.

This happens especially when you have dug-in units with other regiments in reinforcement range so perhaps the AI is reluctant to attack because the balance of force isn't in its favour.
yea i too have noticed this seems to be the case when you win too much early on in defensive battles, then entrench positions the AI seems to think your position is too strong to attack and thus stops all its attacks
Firstly i want to say thank you for responding to this and attempting to fix where it can be, because i really do enjoy this game.
Secondly, is the part that is fixed the plane divisions with 0 planes in them actually get destroyed now? i assume the fixing of the AI in campaign mode will take significantly longer to fix as its a more fluid problem then plane divisions not destroying properly.
Thirdly, i dont use mods and plan to start a new defense campaign when the AI is updated as i quite enjoyed that campaign up until the point he AI gave up
