Is SD 2 anti cheat protected in multiplayer mode. I meet guys who seem to use some cheats.

Generally, yes. Altering the core files means that attempts to play online usually lead to immediate desyncs and disconnects on the part of the cheater.

If you suspect something suspicious in an MP match, you should always watch the replay (automatically saved to your in-game profile) from the opponent's POV - most claims of "cheating" are later explained by "Oh, I didn't know the opponent had a recon unit hidden behind my lines" and / or "oh, I simply was out-played in a way I didn't expect".

If you have solid evidence that another player is cheating (for example, exceeding hard unit limitations of their deck), send a message along with the replay to a Eugen moderator on their official forums.

Generally, NO. Any player always can use the Cheat Engine and increase reinforcements points or unit limits. If you google you can find many forums where people share successful experience of the Cheat Engine using.

And yet, no one has reported cheating in PvP game modes in, well, pretty much any point in this game's lifetime.

There are two or three 10vs10 sessions maximum in run - it's few, just no one care. If you place couple units above limits even nobody suspects you especially in the 10 vs 10 mod.
Can you even imagine that somebody watches replays and count if all reinforcements match with players' deck limits?

people spend the effort to collect evidence for teamkillers and inappropriate comments to report people and getting people like valhalla and bob banned.
