You want infantry with good equipment that make sense for their role. SMG squad with all SMG, great, they can bring all their firepower to bear at close range (same for double flamer). Guard DP, two MG and ATR, great, most of their firepower can be used at 750m and ATR can disrupt tank and kill light vehicles. Tank desant troops, again all SMG and can throw their own smoke to get out of bad position and close in.
I personally dislike sapper, though they've been buffed many times so maybe they are good now.
Soviet doesn't really get many choices for infantry transport, so just pick the fastest free truck. You can have a squad with vet and put them in 50cal HT so the HT can get some vet as well.
When picking infantry cards you generally want to look at the number of weapons they have and what they have as that usually determines what role they play. Lots of SMG's, satchel charges, and flamethrowers? That's a close quarters squad and is going to be good in forests and buildings. LMG's? Then it's probably your standard rifle squad better at long to medium range engagements.
Ant-tank weapons are also a pretty important bazooka's are the best but you usually only have those in dedicated anti-tank teams. Anti-tank rifles have good range but have a hard time dealing with any serious amount of armor, so are best suited to phase A. Anti-tank grenades and panzerfausts have short ranges but are pretty common in infantry squads. Usually I try to have a good mix.
Usually I take the fastest vehicles for my infantry unless I want to increase their firepower with armed transports. Armored transports are good for deploying your infantry in places that are under small arms fire. I find armed transports are best for supporting infantry in forests where you wouldn't want to risk a tank.
