Question about Beute Stalin AP shell supply
Would this be a mistake aka balance issue or is it historically accurate (see below)?

Not a bug: the Soviets always carried more HE than AP, besides the IS-2 especially was more of a turreted assault gun than tank.
While the Germans would cobsider it a heavy tank.
