Yes they are nice to have if you have a arty heavy deck, having a radio allows arty units to use corrective shot. Also unlike other units that have radio assistance they have a addition bonus of increasing arty aim time for shots within their radio bubble.

Are arty spotters haveing the same radius for arty observation as other units equipped with radio?
So is "Vzvod upr" having exact same radius as arty observer team?

AFAIK all units with radios give the same radius. The difference between observer and artillery leader units (aside from price/transports/equipment/etc) is that the former is a recon unit and the latter is a leader unit.

They're redundant for the Germans and useless for most Soviet decks.
