For the Soviets, I'd recommend the 29th Tank Corps or the 2nd Guards Tank Corps; the former have the heavy IS-2 tanks and T-34/85s, while the latter has much greater numbers of the T-34/85s and IL-2Ms for solid air support.
A -divisions are very offensive minded which need some knowledge while B -divisions allows you to build more rounded up lists.
Although ABC -ratings are bit loose that it is better to look at divisions rather then ratings.
Personally German 78th Sturm or 14th Inf. are probably safe bets while for Soviets Tyurin and 3rd Mech (or 2nd) could provide safe bets.
Yes and 78th is also lacking in recon (recon plane mandatory) but in exchange it has very good support to really make that infantry shine.
Also, Nashorn is life.
I find the Gruppe Harteneck really suits me quite well in 1v1. Good infantry options for attack and defense.... 2 cards of Ersatzruppen if you wanna flood the board in phase A. It lack in artillery options, and AAA so your pretty much forced to take a decent air game but I find that I'm usually putting so much pressure on the ground that my opponent cant spare any points for the air anyway.
352 for German and 26 for USSR
The new counter battery order for artillery has made strong artillery play divisions better so I agree a bit with Hearthunter.
