Low FPS

I'm having issues with the game after a reinstallation of windows. The game stays at 45 fps max, but sometimes when resizing to windowed and then to fullscreen the game stays at 60 fps for like 30-40 seconds and then drops constantly to 35-45 fps. I ran this game just fine before, I don't know what happened.

I've tried closing every non-essential app, trying some settings (like disable fullscreen optimizations on the .exe), disable game mode, etc, etc.

PC:
Ryzen 7 1700 @ 3.6 GHz
16GB RAM @ 2400 MHz
GTX 1660Ti Strix @ stock

I had this issue and managed to fix it after some testing. I'm currently using a 144Hz monitor with a GTX1060.

I used the following steps to resolve the issue:
1. Open NVIDIA Control Panel by Right Clicking the Desktop and selecting it from the menu.
2. Go to 3D Settings > Manage 3D Settings > Program Settings.
3. Select GatoRoboto from the 'Select a program to customise' dropdown (use Add if it is not there and select the executable).
4. Set Max Frame Rate to '60 FPS'
5. Set Preferred Refresh Rate to 'Application-controlled'.
6. Set Vertical Sync to 'Off'.

Note: I did not change any monitor refresh rate settings, it is still configured to 144Hz. I only changed the Program Settings entries to resolve this issue.
