some ships don't appear on the ship menu

I have four ships and am only playing in the old world. When I click on the ship menu, only two of my four ships are shown. What keeps the other two from showing up there?

There are tabs that segment ships into All, Trade, Patrol, Escort, Transit. Are you on the "All" tab?
