If you really want this in your steam library all u gota do is click the plus on the bottom left of steam to add a non steam game
I have it on Uplay with ALL the DLC, will it ♥♥♥♥ the bed or will it just connect normally

It will connect normally (see above), but it's completely wasted money. You are basically paying to be able to click "start" on Steam. It will still need UbiConnect. Just add it to your library manually as explained by Unrealtairo above.
Edit: I do not know if buying only the base game on Steam would still start the game with all the DLC on Ubi. But, again, this is moot, since it's a patently bad idea in the first place.

And well a lot of people didnt wane buy it on the ubistore.
I would have courtcase them for false advertisment on a ather E-Store platform. (if i was steam back then)

I wouldn't knock them 4 it. Cheesy sure. But epic did give free money bag for a semi exclusive. Still could by ubisoft. Contract ended, no renewal. They got cash.
And from 2019 to 2023... now we have the deck. It's nice to have these easy access for deck via steam now.

If you re-purchase the game on Steam, your progression and DLC should still be accessible as they're running through Ubisoft Connect.
However I wouldn't advise this.
To save your money (it is christmas after all), I would advise adding your Ubisoft copy to Steam as a 'Non-Steam Game', as this will allow you to launch it via Steam without needing to buy it again.

I'm also curious regarding this. Steam allows purchasing Warlords of New York https://store.steampowered.com/app/2222570/ separately even when I don't own the base game on Steam (I do in Ubisoft Connect though). Is there any way to make that work somehow? Or do I have to purchase both the base game and the DLC?
Regarding the question on the compatibility between the base game and DLCs on different platforms, we always recommend to purchase all content on the same platform, to avoid compatibility issues.
