I had base game on uplay without the dlc, and just repurchased it here but complete with all dlc.
DLC activated on uplay and then nothing started (even with Steam / Uconnect / anno1800 in admin mode, it wasn't starting).
But there were 2 icons on uplay, one for the steam version one for uplay version.
Had to update the uplay version, and then start the steam version (not the updated uconnect version, the steam version) of the game from uplay without steam running as PrecisionV explained.
I just bought it from the sale. The game is only on my steam library and not in my Uconnect.
Yes it's because i already purchased base game on uplay before.
If it's your first purchase you don't have it on uconnect. Theorically, you have to :
- Start Steam in admin mode (your drive\Steam.exe - check compatibility tab)
- Start Uconnect in admin mode (your drive\Ubisoft\Ubisoft Game Launcher\UbisoftConnect.exe - check compatibility tab)
- Start Anno1800 in admin mode (following nickpick instructions in 1st post)
And then theorically it adds the game to your Uconnect automatically.
If it doesn't i'm sorry i don't know.

Unfortunately you're right. If you don't have a smartphone code, and don't have either your recovery codes, you'll be forced to contact ubi support.
But it is no longer there...

Ubisoft just answered here that for some players that were asked for a key, it worked after full reinstallation. It's annoying so i hope it'll work for you, otherwise unfortunately you can just refund or wait, devs say on their trello that they are investigating the issue : https://trello.com/b/rldv58ho/anno1800-known-issues-board
Change Admin permissions in Anno file in steam (give full access)
Run Ubiconnect switch to offline mode
run anno through steam link
Uconnect will tell you to switch to online mode
anno screen will popup asking you to link Steam Anno
You need to be able to run anno on its own from steam for this to work, thats what changing the Admin permissions does (not just run as admin) So if you having issues like I was make sure you get it to where you can click on Steam link and game will launch but run into UConnect asking for a CD key.

Ubisoft is so wierd it does not provide this information in steam but has a neatly organized trello
