but I don't play on steam, I just played anno 1800 on ubisoft, so I don't know if steam version cause issues.
campaign is broken will just find an old auto save that might work.

- Can you spot the quest characters when slowing down the game to the maximum and zooming in ?
- Are there mods active on your current save ?

yes that's it. when i zoomed all the way it POOF angry mobs. but they absolutely were not there when i jumped to the location, no sounds of riots, but i saw the carts and regular street traffic. when i zoomed in the mobs phased into existence.
