Docklands : Export level don't upgrade goods tier

I don't know why, but even if I export thousands and thousands good through docklands and Cpt. tobias trade, these goods don't upgrade their export tier

For example, Exporting 3000t of heavy weapons per many islands should unlock level I quickly. It is 252h on same map and I still have only few basic goods unlocked. Is this some error in tutorial, or I disabled something? Or is this i bug?

Drag that certain good from the lower Level into the higher Level in the Pyramid
on the left.

The Level of that certain good will be then updated to the higher tier and according
to your exported rate. Watch the Video for reference.
