Hotel not connecting to docks

The hotel keeps saying I do not have the public docks for tourists to visit but I do have one on my island. I tried destroying both and putting new ones and I tried moving each. I even tried connect the hotel directly but I had no luck. Is it a glitch or am I missing something?
