Sorry to hear that Anno 1800 is not launching on your PC.
If you are receiving an ownership authentication error when trying to launch the game, and the game is not present in your Ubisoft Connect library it means that the Ubisoft account that is currently linked to your Steam account does not have the game you're trying to launch activated on it.
You must have linked it to a different Ubisoft account at some point. You will need to re-link the original account where the game was activated in the first place.
Once activated for the first time, the game cannot be activated on another Ubisoft account.

and ask for assistance with recovering it.
