Report a translation problem
because Server issues on the other end can be always expected, even with
your own ISP (Internet Service Provider).
In the case for Ubisoft Connect, click on the abort Button within the window
to be able to quit Ubi Connect and the Game in Steam.
The Game creates a local Save file independent from the Ubisoft Cloud,
i highly recommend you to make a Backup from it.

I simply keep playing the Game, i always make a Backup, and after a few hours
the Server is responding again to synchronize my Save file and Achievements.

@Meow, could you let us know if the information shared by Tuxedo has helped you in any way or are you still encountering the issue where "Synchronizing your Achievements with the cloud" windows gets stuck?
i purchased the game, never opened it once.....
i have both steam and ubi launcher freshly installed (no config files and no existing save file totally clean)
then i click "start" in steam, it opened the window with anno 1800 background then a spin circle says "syncing achievements with cloud"
i have tried toggle "cloud save" switch to on or off, doesn't make difference

nah, still the same no matter i turn on "cloud save" switch or not, i have raised ticket 23079711 with ubi support since last friday (Sydney, Australia time) but no reply yet.......
Can't start the game because of issue with "cloud saves".
I'm sorry to hear that you still experience this issue with Ubisoft Connect.
Start with running Ubisoft Connect and Steam launchers with administrator rights[www.ubisoft.com].
Try re-installing Ubisoft Connect PC. [www.ubisoft.com]
Install it to your system C drive.
It's possible a security software like Windows Firewall or a 3rd party antivirus are blocking Ubisoft Connect files from accessing the Internet correctly.
If this is the case, you should add them to a whitelist/exceptions manually.
Files are located in C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher
Add the following files:
UbisoftConnect.exe
UbisoftGameLauncher.exe
upc.exe
UplayService.exe
UplayWebCore.exe
