In the end, support concluded that it was no longer an issue of missing DLCs but rather a locked user account. That can't really be called support - ChatGPT is more helpful. I was going to try resolving it with Steam's support, but after reading your post, it seems unlikely to succeed.
Sorry I can't offer any assistance with your issue. Besides your suggested solutions, I also reinstalled Anno, UbisoftConnect, and Steam completely and deleted all related files, like Anno save files. No luck. The DLCs are activated on Steam, but they don’t appear anywhere on Ubisoft.
Still, I think Ubisoft's support approach just fits the current state of the company.
Maybe at some point, an Anno 1800 developer might step in and help us out, since both support teams seem to be going in circles.
Fingers crossed that we find a solution soon!

Apologies for not getting to your thread earlier. Sorry to hear it you are missing these cosmetic packs in Anno 1800.
I just verified that the Steam version of this edition include these DLCs in the bundle. I suspected there was an issue with the package and they were missing, but no.
Did you try installing the game from Ubisoft Connect? Uninstall everything, launch Ubisoft Connect and install the game from there.
What do you mean by "They’re available and playable on Ubisoft Connect, but they aren’t showing up on Steam."? Is it that you can see them in the additional content section in Ubisoft Connect? Or did you play the Ubisoft Connect version of the game and they were available in game?

To clarify, I purchased the Anno 1800 Anniversary Edition on Steam, and most of the DLCs appear on both Ubisoft Connect and Steam. However, the Pirate Cove Pack and Steampunk Pack aren’t visible in my Steam library, even though I can use their content within the game itself. It’s a bit confusing—while I can access and use those DLC buildings in-game through Ubisoft Connect, they just don’t appear in the Steam client as “owned” DLC.
I’ve already tried clearing my cache and reinstalling both Ubisoft Connect and Steam, including a complete reinstall of Anno 1800. I also tried saving my game to the cloud and switching between local and cloud saves, as suggested by support.
Here’s the Ubisoft support Ticket ID for reference: 21844881. If there’s anything you could look into further, I’d really appreciate it, as it’s been quite a challenge getting this resolved.

I'm glad you submitted a support ticket, and that you actually have access to the content in the game and it's not missing.
I cannot respond to you in your ticket, however, I can confirm there is a visual/display issue with some DLC content in some games, where Steam does not show it as owned.
I agree, this can be confusing, however, Ubisoft Connect should show the content correctly.
I will update our internal investigation ticket, that Anno 1800 is also affected.
I hope it will be resolved soon.
