Sudden Ubisoft Connect issues

Been playing for weeks, now cannot. I get:
"A Ubisoft service is currently unavailable. Please try again later"
in Ubisoft Connect whenever I try to launch the game. If I try to launch Connect by itself outside of Steam I get the same issue, when I try to log in:
"There was an error during your login to Ubisoft Connect. Please restart your client and try again. (Error dolphin-028)"

Obviously I restarted my system, reinstalled the game, validated integrity of game files, etc. Any help would be appreciated. I already opened a ticked on the Connect website. The game worked fine last night and I've changed nothing about my system configuration.

ETA: I can launch (but not properly synchronize cloud saves or achievements) when running through a VPN for some reason.

I resolved the issue by setting my wLAN interface MTU to 1452 bytes
