If I understood correctly, you linked Anno 1800 to an account (#1) and successfully linked the DLCs to the wrong account (#2).
Well, you can't change anything about this problem on your own, these links are stored in a Ubisoft database that you have absolutely no access to. And Steam can't really help you with this either, because you were able to successfully link the DLCs (even if it was the wrong account).
Most ownership problems that you find with Steam and Ubisoft are related to Steam and Ubisoft not communicating properly with each other and in this case something like logging in/out or restarting Steam/Ubisoft can help. But that doesn't help with your problem, and in the first step only Ubisoft Support can help you and perhaps solve it directly.
Sorry to hear it about the account confusion.
It is not such a rare case that this happens.
Ubisoft Connect on occasion may log players out, especially if there is significant update to the UC client.
As @MGuenny has written, only Ubisoft Support can resolve it for you.
Make sure that in your ticket you ask for transfer of either the game or the DLCs. If you choose to transfer the full game to the account where your DLCs are, you will loose all the progress, so probably it's better to ask for the DLCs to be moved to the account with the main game.
I would advise you moving all games to one account and delete the additional one, just to avoid such situation in the future.
