Need help with "No Gods, No Masters" Achievement, please

Hello! I tried contacting the Ubisoft Support, but they ignored me sadly. So i thought i might try to get some help here.

I am desperatly trying to get the last Achievemnt that i need to 100% complete the game. But the Main Quest Arc from mercier eludes me for a long while now. I cant find anywhere a concrete description of when the First Mission of that Arc is supposed to trigger.

I started a new sandbox game and now sunk 50 hours into it. I have 130 thousand people living on my islands, i have an income of 600 thousand and have 400 million in my bank account. And yet i still didnt get the first mission thats supposed to start the Quest line arc. I have a bigger economy and military than Mercier and i am already in an alliance with him.

So i really dont know what else i have to do or can do. Some people said i should not actively seek quests and wait till Mercier offers them on his own, but that didnt change much.

I hope someone can help me and give a bit more insight. I really love Anno, but having to play another 50 hours just for one achievement is taking the fun out of it to be honest...

Thanks for your post and sorry about one stubborn mission that does not want to trigger.
Have you looked at any video footage of this mission triggering correctly for other players?
Maybe this will give you an inspiration?

There are not many videos and the ones i found where the first No Gods, No masters mission triggers had way less people, income and wealth than i have currently. Like i said, i dont know how to trigger the missions, thats why i am asking here if there is an concrete answer.

I already spend 50 hours on that safe file. I dont want to spend another 50 just to find out that its bugged and will never trigger.

I cannot answer this question, sadly, as I would be nowhere near such a huge population and economy.

I have reached out to the game team to ask them about this issue.
It was seen before and fixed a few years ago. Perhaps it resurfaced again.

I was thinking about messaging them on twitter myself, but felt a bit weird doing it by myself.

I played another 7 hours or so in the last days with still no luck. I saw the Anno blog about the conditions which should trigger the quest from 5 years ago when i tried to find an answer to my problem before i asked here. Thats why i am so stumped because i am fulfilling all the requirements that were mentioned and its still not triggering way past them with such a huge population, etc.

I am gonna wait a few days and hope for an answer from you and the dev team. If there still is nothing concrete my very last option is to start a new game, by selecting the Mercier DLC in the DLC menu itself and disable all other DLCs, so i play purely vanilla with him activated. That would be my very last idea of what i could try.

Its a shame, because i really love the game and for it to struggle on the litteraly last achievement hurts a little.

Anyway, thanks for the effort in reaching out to the developers. I know they are probably very busy with Anno 117 atm. Hope to be able to hear from you soon!

Was there any resolution here? I got past stages 1 to 3 of Merciers quest ( the masked person to archies) but after 20 more hours, the stage 4 quest still has not popped

Oh, i completly forgot about this. I started a new fresh game and that fixed it for me. As soon as i got the required amount of people the ship spawned in my harbour. You can just put everything on super easy to get to that stage faster
