Report a translation problem
This is what the very helpful UbiSoft Support people had me do. I DO NOT guarantee this is the solution to your problem, and if you don't feel comfortable doing this, then I would suggest opening up your own ticket with Ubisoft Support.
Anyway:
1.) Uninstall the game.
2,) Search to see if this folder still exists: C:\Program Files (x86)\Steam\Steamapps\Common\Anno 1800
If this folder still exists, DELETE it.
3.) Reinstall the game
4.) Once the game has been reinstalled, see if it's all working correctly.
When i did this, I was able to continue with a current game with my new DLC, and didn't have to start a new one.
