I'm sorry to hear you are getting a DX error on launch. Can you try reinstalling the game, and Direct X, and see if that helps. Also, try running Ubisoft Connect and Steam as admin.
You can do this by right clicking the .exe files before launching them and choose the "run as administrator" option. Also by right clicking and choosing "Properties" then go to the "Compatibility" tab and ticking the box to "run as administrator" option and clicking "apply".
If this hasn't worked, you can also try doing this with the games .exe file in the installation folder too and see if that force launches the game.

sorry to hear that the game crashes out for you after 20 minutes.
As the issue you are experiencing is different to the thread here, we kindly advise against revive older threads. I will, therefore, lock this post.
However, there are a few steps which I would like to provide to see if this will help with the crashing issues you are encountering:
1. Delete the Download Cache on Steam. That can help with certain issues.

2. Restart your PC and login to Steam. Once logged in, try to repair your storage folder as this can also help to resolve certain issues with game files that are damaged, missing or corrupted. On the Steam client, click on Settings >> Storage >> click on the 3 dots on the top right >> Repair Folder
