Is there a bug on the quest "Build on irrigated soil: All linseed farm fields"

The quest asks to build a water pump, then place a linseed farm and field on irrigated soil. When both are done the quest wont progress further then that.

Any help is appreciated

Never mind, solved it ;-)

I removed the linseed farm, saved & closed the game. Opened it again and put the linseed farm at the exact same spot and got the quest full filled ?
Strange behavior, but done ;-)
