Could you please capture a video of this behaviour and share it here?
As much as it may not be game breaking, it certainly doesn't sound like something that should be happening so we'd like to pass it onto the game team all the same to take a look at. :)

Just when I press the book icon in the quest panel to the left nothing happens, if I click bellow in the “quest details” I heard the book or paper sound, but the page with the info is not opening.
Also I noticed that if I delay, after several minutes if I have not completed the mission, it starts working again by itself, with both the book icon or de “quest details” I see the page opening.
I am just starting an open personalized game, not even reached the new world yet, All DLCs enabled except Seeds of Change (that i don't own yet), no rival AIs and those are optional missions for the merchants Sir Archivald, Eli And Madame K.

I was still like I commented starting and taking it slowly. Yesterday it I just built my first shipyard so other missions started to pop up. Like the Land of lions and Emperor Ketema, I don’t know how is related, but that seems to fix the issue, now every optional mission I pick the quest details works fine.
Today in my last game, checked picked an optional and still works fine.
