If you are still encountering this issue after patching up to 3.2, this is related to your save game and so you would have to start a new campaign.

The ONLY way to avoid having this bug, is to NOT expand to a different island before completing this quest on La Isla. Otherwise, this bug appears every single time. And you have to start your game over.

So, probably it was triggered as I build city on another island, that was proposed.
Im not using any mods
Can I somehow skip this quest?
but it seems i am not missing out, games got worse and worse....
I guess I'll give up on Ubisoft games. Such a widespread bug hasn't been fixed for many years - typical Ubisoft...
