Please Make it So Pirates Don't Build Steamers

I understand that those who are on friendly terms with Pirates can buy these ships. However, if a player is not, then all it does is handicap the pirates, so can the production of these steamers be limited to only being produced when the player has achieved Trade with Pirates?

Whenever a Pirate builds an Extravaganza Steamer, it just stays in port because it obviously it can't attack.

However, when a Pirate builds TWO, both will stay in port, and they will no longer build ships bigger than the gunboats. They'll continue to send out gunboats to harass you, but you won't see any more frigates, ships-of-the-line, monitors, Pyrphorrian warships, etc. being built.

So can some form of limitation as first mentioned, or perhaps an expansion of the pirate's ship construction abilities be put in place?
