Need calculation per house or per citizen?
Quick question:

How will the amount of goods needed for the population be calculated?
Will it count houses or the actual number of people living in them?

Per house, that's why it's interesting to provide lifestyle needs that increase population and workforce per house, so you don't need to build extra housings that would consume more stuff otherwise

Per house, and it depends on the theoretical maximum number of people able to live in each house provided by basic needs and bonus effects (but *not* lifestyle needs).

So a house with 10/30 and a house with 30/30 people will consume the same.

If these houses are boosted to 10/40 and 30/40 by lifestyle needs, they will still consume the same.

If these houses are boosted to 10/40 and 30/40 by other effects (e.g. an item boosting population per house), then their consumption will also increase.

Only if you need the population.
Providing beef to workers in a secondary island when you've already got enough of them just means more maintenance.

Btw, does anyone know an up-to-date calculator that includes all resident tiers such as artistas and tourists?

In the past I would usually resort to this one: https://github.com/Enitoni/anno-1800-calculator or: https://schwubbe.de/ but it looks like they are no longer worked on..

There is an important addition/exception to this.
While it is true, that the buildings and not the number of inhabitants is counted for consumption calculations, this changes with items that increase the number of residents!
Say you have a house with 20 people maximum. Then you add an item to a nearby townhall that adds two residents, making the new maximum 22. This affected house now needs 10% more goods.

This only applies to items that add residents, not items that increase your workforce.
Therefore, unless you are going after residency records, i would never use one of these items. Workforce items are so much better since those do not increase consumption.
And increased workforce even works for the world's fair or the soccer tournament thresholds once you have built them.
