Report a translation problem
I got the same problem : you need to see the mod browser in your windows..
If you don't see , make a check up of the files ...
ps : My game was not on Steam..

We are sorry that you've had this issue on Anno 1800.
Could you please try to verify the game files and make sure that the game and Steam/Ubi Launcher are all up to date?
Please test the following:
- Make sure both Steam and Ubisoft Connect are completely closed
- Start Steam using administrator rights
- Once Steam is fully loaded, please do the same with Ubisoft Connect
- If there are no updates, try starting the game to test if the mod browser is displayed

Went ahead and subbed to a mod on the site the games tells you in the main menu.
Logged in via the platform that i own the game on.
Restart the game, MOD eula welcomes after loading screen along with the button on the bottom.
Optional:
Open mod browser in game go to login.
Complete the email based logon process via code.
