-Personal desire to play ethical.
-Influence points shortage.
Reducing their frequency isn't that big a deal imo. But using happiness articles will both help you gain festivals and reduce riots (a little), so i suppose together thats a reason to want it in on your frontpage.
Gaining taxes and reducing consumptions are much bigger and more tangible influences for your long term economy as a whole. But in the end game you are swimming in money anyway, so i suppose thats why they say happiness and consumption.
