Power plant not getting oil.

I have a power plant that is meant to provide power to my engineers. It is properly connected, all of the railroad tracks connect, I have enough oil, nothing is in blueprint mode, the trains are just not going to the power plant, but they are going to all of the others.

Invariably I missed a bit of track. I know you said it's properly connected... but it's so easy to miss a bit.

If you want to test lack of oil as Tuxedo said vs a track issue, temporarily disconnect the other tracks and see if oil gets to this one power plant.

It's also worth considering laying down double-tracks with switchover points here and there so trains don't block each other all the time.
