In New world there's a sport stadium that can be eventually built that you can run events in that give influence.
In New world Haciendas have policies you can set that give influence to specific hacienda resident buildings.
In Old world the Palace and related local department have policies that increase influence based on specific tiers of population.
Later investor residents increase it.
In early game trade unions aren't that normal, IMO, unless you have a really useful item. If it's not improving production or producing a byproduct with multiple buildings in range it might not be worth the influence.
Regarding your problem: Do you have season pass 4 or at least Rise of the New World? You can build the stadium after having x amount of Artistats. Stadium events give influence, it's honestly almost an exploit. Influence will never be an issue again after you have that.
The normal way to gain influence is by reaching certain population numbers (20 per milestone) and by getting investors. Every investor house gives influence.
there is not a lot of choices :
By the number of inhabitants but that's decrease time after time..
By invenstors'houses..
By some laws in your palace ,but it could be dangerous....
By the set : God of the Delta in a little museum by islands where you have more than 4 trade unions and/or towns'hall..
Two pieces were sold by Embessa , the last one can be found whith the more diifficults museum expeditions or made with the reseach institute..

If you don't own any of the DLC's then you will have to grow your population, and try not to spend too much influence. Trade Unions are expensive that way. Also ships when you go above a certain amount of them will cost quite a bit of influence. Also don't settle too many islands and be efficient with placing Town Halls and Trade Unions.
The DLC's made it easier, but before the DLC's you really had to spend your influence wisely.
