Photographing a blue whale

This is a quest I have been given by explorers in the arctic. How do I find a blue whale in the ocean? I've looked around some but haven't seen any sign of one. Do I just need to spend fifteen minutes trying to get lucky?

I haven't done this quest yet, as I mainly grind old/new world and haven't visited the arctic yet, but when I need to find a specific item/person on the map for a quest, I usually insta check it, and if I don't find it, I re-visit the quest in ~5 minute intervals till I find it.

Maybe that would be it. Another quest from an arctic explorer (homesick) had me mystified for awhile, but I clicked on the left-hand edge of the quest's box in the quest list and it took me to the location of the pub in question. There were two yellow arrows pointing down at it. It was in my smallest settlement in the Old World. I would never have guessed to look there on my own.
