It's a good question to ask. It appears that if you go for the base game only, as I did, then you forfeit ever getting a deal on the DLC's as is offered with the full package.

Needed? No. Base game is perfectly fine. You get the full experience of making your cities bigger and better, balancing supply and demand, growing old and wrinkly while waiting for your ships to cross the ocean, and ragequitting because you've unlocked something which requires you to rebuild half the city in a better layout. But after playing with all DLCs and the content they add, going back to base game feels like a demo version to me. (=

Thanks for ones a good straight answer towards the full game and DLC's are working and is worth to purchase, when it's on sale, just have an add on question if you have the time that is if you only play single player and not multiplayer is it then still worth it to get the full game and DLC's or is that overdoing it ? DLCs on this game are "pay 2 win", they add OP buildings so you find the need to buy this overpriced "bundle" if you wann make use of the full potential of the game.

DLC do make game little easier but not overpower, it's just make game much longer than used to be, due lot of quest here and there, basic without DLC, game harder but shorter gameplay, while with DLC game is easier but longer gameplay and more optional way to play, is why part of DLC, it's gave more optional a way to play rather than old way gameplay.

complete version is good deal, normal it's better off to had complete rather than standard version in long terms.
