The game downloaded fine and the files are verified, But the game wont get past the initial 5 seconds of load.

Ive noticed despite having my steam and ubisoft account's linked, that the ubisoft launcher doesnt seem to know about the Anno 1800 purchase.

Request a refund if the purchase is within 2 week window. The process will be automatic, and you'll get your money back. If it doesn't work, and you have purchased the game a while ago, gather material of proof and try manually contacting Steam support.
Yep, same, this is so frustrating. I bought a DLC to get back into the game, but I can't even launch it.

It says that my Steam game is linked to another Ubisoft Connect account, which has not the game... And when I log in the right Ubisoft account (with 9hours on Anno), it just doesn't work. I'm loading for like 5secs and then nothing happens.

This is so boring to have this kind of double launch thing.
Close the Ubisoft Launcher and let Steam start it. That worked for me.
It's a hot mess, honestly. After installing and clicking play in Steam, Ubisoft Connect downloads and then says its version is too outdated to connect to the main servers for an update... Um, what??

After closing and starting Steam and Ubisoft a few times, it finally made some progress. Then, Ubisoft Connect wanted a CD key. A refund request was so really close, but the game finally loaded once a file verification on Steam was run.

Oof, what a huge headache. You couldn't pay me to try getting a DLC to work. I imagine a lot of people are going to refund the game before they can get it running.
If memory serves, the first time starting Anno can take a few minutes depending on your set up. Give it 5 mins or so, if it still doesn't launch, try -

setting ubisoft connect to: run as administrator

OR

Start Anno 1800 as ADMIN by opening the properties of steamappscommonAnno 1800BinWin64Anno1800.exe and marking the checkbox: "run as admin". You also need to run steam.exe AND ubisoft connect as admin in order to make this work.
Delete the config and shader folders found in your Documents/Anno 1800 then start the game.
Make sure you are running Steam, Anno 1800 and the Uplay client with the latest version.
Try to use Anno1800.exe in Anno1800/bin/win64 folder.
same x me, not working ; does not appear in the ubisoft library
Absolutely the same -> No launch, now not even the Ubisoft launcher appears. Steam play button turns blue "stop" and then goes back to green "Play". This was after a patch downloaded for 1800.
idont even have a key to activate the DLC , i saw in community there are a lot of same problem like this.. and its not fixed in years? oh my god .. i submit my ticket asking for key .. but idk if i could get other issues like game keep asking for key when logging in like that.. dissapointed? yes.. never experience such thing like this, when you buying a game but cannot play it directly and have to asking left or right.. and ended up in cust support asking for help or refund.
