I was checking my champagne production and distribution and noticed an island with no grape fertility and no trade links to any other islands but champagne storage is climbing. It must be a bug but I like the free gift. When I picked the champagne up to take it elsewhere, that brought an end to it. Easy come easy go.

Maybe this is due to an item you have equipped in your port harbour or trade union building.
There are a lot of specialists in the game that provide additional resources.

I think town festivals that celebrate your leadership also give free resources until the event ends.

Yep harvest festival = champagne, rum, cigars and chocolate from farms

Wouldn't the gift from a festival show up as a sudden fixed amount that would then remain at that amount? What I don't get is the amount had steadily risen from nothing and was continuing to climb...

It's an extra good producted every X cycle, not a flat amount
