If you have the money you can buy the telescope range extenders for the biggest ships and take the time to keep out the static defence attack circles. since its perfectly possible to be out of range using items.
or you could just charge in and attack with more ship numbers. flame ships are not worth it against defense but battleships or even ship of the line supported by smaller ships will work well enough.
Once I started doing this taking islands became easy. Flame cannons must be prioritized followed by cannon towers. I usually bring 5 gun boats PER flame cannon. Separate your gun boats from the fleet and make sure they attack first so they take most of the damage.
If the AI has two flame cannons i'll have 5 attack one and five attack the other while my main fleet rolls in right behind them which also target the flame cannons. Once they are gone same thing for the cannon towers.
By the end of most battles, most if not all of my gun boats are destroyed but my main fleet is largely untouched.
